Council approves $7.1 million bond finding and several rezoning ordinances; most measures pass unanimously

Horry County Council approved a string of ordinances and rezoning measures during the meeting, including a third reading adoption finding related to higher-education bonds and several second-reading rezones.
Ordinance 82-2025, on third reading and subject to public hearing, found that the Horry County Higher Education Commission may issue up to $7,100,000 in general-obligation bonds; no public speakers appeared and the measure passed unanimously. Two pairs of ordinances (83/84 and 85/86) to amend the Imagine 2040 future land-use map and to rezone specified PINs were taken on second reading with public hearings called; no members of the public spoke and both pairs passed unanimously. Ordinance 92-2025 (first reading) to rezone two PINs was taken up and Dr. Dukes asked that it be advanced to second reading and a public hearing, which the council approved.
