Chairman White told the committee HB 1979 "is just strictly creating a framework dealing with childcare affordability and availability across our state." The subcommittee voted 12–0 to send the bill to full Finance on April 20, 2026.
White described the amendment that removes earlier language tying the program to a vaping-hemp funding source; Representative Shaw and other members asked clarifying questions about how the funding coordinates with a wire-transfer bill passed last week and budget language. Deputy Speaker Zachary praised the bill as an important "first step" and noted local service-provider support.
Why it matters: sponsors said HB 1979 preserves options for funding and provides statutory clarity that will allow the program to be incorporated into future budgets and grant applications. With unanimous subcommittee support, the bill now moves to the full Finance committee for further consideration.
