Staff described a competitive procurement process for the water treatment plant clarifier rehabilitation and protective coating project. Three proposals were received (one later disqualified for incorrect documentation). Staff said selection considered team qualifications, reputation, project approach and price rather than price alone.
Staff identified TMI Coatings LLC as the highest-ranked proposer and recommended award. Staff discussed TMI’s base price of $1,058,250 and an additive mechanical-component alternative priced in the record at $86,000, which would bring a stated total to $1,144,250 if that component is required. Council approved the staff recommendation by voice vote.
Quote: "Staff's recommendation is, to approve award to TMI coatings," a staff speaker said. What happens next: Staff will execute the contract with the recommended vendor and proceed with dewatering and inspection activities needed to determine whether the additive mechanical component must be installed.
