Despite failing to win the parking variance, the applicant sought and received a special exception allowing the outdoor dining and beverage services because the use is consistent with adjacent commercial waterfront activity. The board imposed conditions including adherence to county requirements, commercial site plan review, and a preclearance letter from Horry County Police for establishments that intend to operate past midnight. "This parcel is small and there is not a feasible way to provide parking on site," the project engineer said; the board approved the special exception by recorded vote with staff conditions.
