Nutter Fort council accepts budget revision, adopts outage plan; ambulance refinance tabled

Called to order at 6:31 p.m. by Mayor Rezin Hudkins, IV, the Nutter Fort Town Council handled routine business and a series of unanimous votes that reshaped near‑term spending priorities.
The council approved the minutes of the Jan. 27 meeting and accounts payable, then voted to accept FY 2025/2026 General Budget Revision No. 2 after staff reported an increase in projected funds of "a little over $200,000." Councilor Rick Lafferty moved to accept the revision, which allocates money for snow removal, street construction, sidewalks, fairs, license‑plate‑reader cameras, city hall repairs and a future cruiser. The motion passed unanimously with Councilor Sam Maxson recorded as absent.
Council members also approved a revised outage communication plan after the Public Service Commission rejected the original submission; Charlene Louk moved to accept the revision "with the addition of the word 'water' to the title," and the motion passed unanimously. A refinancing proposal for ambulances 716 and 717, presented by Jeff Smell of Country Roads Leasing, was discussed but tabled; council asked Smell to return with a 5‑year comparative quote (the current WesBanco rate is listed at 5.5% for five years; Country Roads had quoted 4.85% for eight years).
An executive session under West Virginia Code Chapter 6, Article 9A, Section 4 covered personnel and legal matters; council reconvened with no public action announced and adjourned at 7:32 p.m.
