Public comment during the election raised a legal question about whether newly seated members who were not present at the prior meeting may vote on past minutes; staff noted legal advice had allowed commissioners who watched the prior meeting to vote, and commissioners were urged to appear at the Aug. 5 council meeting if they wished to weigh in on the related joint-use agreement. The commission did not change its vote results during the meeting.
