Residents urge traffic and safety analyses, call for Parkway overcrossing to be studied

Traffic and safety were recurring themes at the scoping meeting. Mike Marsden (Keep Dixon Green) asked for focused traffic and safety review specifically on Pedrick Road, Pitts School Road, Vaughn Road and surrounding school zones and asked how projected patterns would affect existing congestion and drop-off/pick-up periods. Rebecca Robinson said the EIR should analyze impacts both if the Parkway railroad overcrossing is constructed and if it is not, and urged that "I don't think that the annexation should be on the table today until the overpass is ... actually constructed."
Consultants acknowledged those concerns and said transportation impacts will be addressed in the appropriate resource chapter and in alternatives. Trevor Masinski explained that some resource analyses are quantitative (e.g., air, traffic) and will use regulatory thresholds, while others (aesthetics) are more qualitative; he said the draft EIR is the main technical record for such modeling and requested detailed comment to guide analysis.
