Consultants describe Lombardo Ranch/Harvest plan: thousands of homes, decades to build

During the scoping presentation, Steve Peterson (Kinley Horn) described the project components and study tiers: a detailed project-level analysis for specific plan areas and a broader programmatic analysis for spheres of interest. He said the areas of interest total "3,400 acres, roughly," and the SPEAR area about "3,100" acres, and that the proposal includes "roughly 4,000 to 6,300 homes, commercial mixed use spaces, public facilities, infrastructure related to water supply, wastewater conveyance ... stormwater control, and also transportation."
Peterson and consultant Trevor Masinski emphasized that the programmatic pieces will be higher-level and that the specific plan area requires a subsequent, more detailed environmental document as the application advances. Staff repeatedly reminded attendees that no land-use decisions would be made at the scoping meeting and that the EIR will separate project-level issues from programmatic analyses.
