Dixon City holds EIR scoping meeting for Lombardo Ranch/Harvest project; public raises traffic, water and school concerns

City of Dixon staff and consultants opened a notice-of-preparation scoping meeting on July 21 to gather public input on an upcoming environmental impact report (EIR) for the Lombardo Ranch/Harvest planning area. Raffy Beloyan, Community Development Director, said the NOP comment window runs July 21–August 19 and emphasized that "no decisions on the project will be made this meeting."
Stantec planner Trevor Masinski described the EIR as a resource-by-resource disclosure required under CEQA and said the draft will be the full technical record for review. "Think about the EIR as a really big book report," he said, noting the draft is likely to exceed 1,000 pages and will be posted on the city's project web page with hard copies at City Hall and the library. Staff encouraged written comments in addition to tonight's oral remarks and explained that comments and the project's contact information will be maintained on the project page.
