Alita Key, speaking for residents of the 72-unit Sylvie Villas at Homestead affordable senior-housing project, said tenants believed annual income recertification would maintain rent stability but were surprised by a notice of an 8.8% rent increase effective July 1. "Imagine our surprise when we received a rental increase notice on May 30 informing us our rent would increase in the amount of 8.8% on July 1," she told the council.
Key said residents were not adequately informed about the Low-Income Housing Tax Credit (LIHTC) addendum and how LIHTC amendments can affect rent timing; she cited the California Tenant Protection Act (AB 1482) as requiring written notice but said management did not sufficiently explain the rent-control exemptions. City staff offered to pass contact information to the appropriate city office and to help connect tenants with management to seek clarification.
Council did not take immediate action but directed staff to receive tenant contact information for follow-up and potential assistance with outreach and clarification.
