City manager reports budget software delays and upcoming water project bids

The manager said city staff have begun exploratory talks with TriSED and an engineering firm to develop a master water plan and will bring a proposed partnership to council after legal review. He summarized these items as ongoing administrative matters and said staff would follow up with formal documents and agreements.
