The council approved the site plan for Saratoga Springs Commercial Plat G, Lot 710, located at 383 West Crossroads Boulevard, after a presentation by the applicant representative and a brief council review.
The applicant representative said the proposal "complies with all the code sections" and walked the council through landscaping, elevations and connectivity to the adjacent lot. Councilors raised questions about shared parking with the nearby WinCo and about sidewalks shown at four feet on plan sheets. In discussion, staff clarified the distinction between ADA (a federal accessibility standard) and the city's engineering standard for five-foot sidewalks on public streets; councilors agreed to require ADA compliance for private sidewalks but declined to impose a blanket five-foot private-sidewalk requirement in the administrative approval.
A motion to approve the site plan, with financing conditions in the staff report and the ADA-compliance requirement for private sidewalks, was moved, amended (to remove the five-foot mandate and instead require ADA compliance), seconded and carried on a unanimous roll call. Thomas Leonard, the applicant, was present at the meeting and the council noted that landscaping and elevations met city standards.
