Residents urge action on street parking and alleged ADU misuse

During the public comment period, multiple residents urged the council to act on street parking problems they link to noncompliant accessory dwelling units (ADUs) and short-term rental activity.
Lance Matheson said a recent nearby arrest involving an allegedly noncompliant ADU underlines the community's concerns. He told the council that "a man was arrested because the owners of his home rent or Airbnb the top 2 levels of the home, and they rent out the basement as an ADU," and said he is working with staff to provide evidence to support enforcement. Another resident, Shank, described narrow streets and blocked driveways and asked the council for help because the homeowners association would not act.
Parents raised safety concerns. Sam Beck, who said he has three daughters, described a near-miss and told the council he had to "scream at the top of my lungs to get her to stop and the car to stop," saying heavy curbside parking near rental properties reduces visibility for children on scooters and bicycles.
Residents asked for several remedies including permit parking or no-parking zones in higher-density areas and stronger enforcement of ADU rules. Council members and staff acknowledged the concerns and said they were collecting evidence and working with homeowners to investigate possible noncompliance. The chair closed public input after no other speakers appeared.
