She noted that IT costs are front-loaded, road maintenance includes paving projects already paid for, and the LED streetlight conversion produced a credit from Liberty Utilities. Ms. Eastman projected the budget will be underspent at year-end and discussed vacancy-driven overtime pressures and outstanding invoices for larger departments.
