The Buncombe County Board of Adjustment approved a PUD‑level special‑use permit on June 10 for Christ Mount Christian Assembly to construct a guest lodge, six staff cabins and a multipurpose building on a roughly 1.35‑acre project area of the organization's larger 500‑acre campus at 902–904 Holly Road.
"Our primary programs... Camp Lakey Gap, which is an overnight residential camping program for campers with autism... It's a 1 to 1 camper to council ratio," said Rob Morris, executive director of Christ Mount Christian Assembly, explaining the project is intended to support programs for campers and adults with intellectual and developmental disabilities. Staff described required conditions including a recombination plat and a requirement for an at least 8‑foot solid visual barrier fence along the eastern property edge. The application requested a parking deviation, but staff recommended no deviation was necessary given shared parking on the broader campus.
Board members also discussed vegetative buffers, possible top‑of‑bank encroachment and the project's relationship to stormwater and erosion controls; applicant representatives said structures would be sited on stilts where needed to limit ground disturbance and that buffer enhancement measures would be used. The board adopted findings of fact, approved the permit and directed staff to draft the final order incorporating agreed conditions.
