The Buncombe County Board of Adjustment on June 10 approved a special‑use permit for Spark Learning Center, a 4,750‑square‑foot facility proposed at 104 Sherwood Road to serve Art Space Charter School's hybrid virtual program.
"Spark Learning Center is designed to meet those needs, serving students primarily through virtual mechanisms, but we also believe ... the physical component, the connection, and being on campus is very important," said Serena Fuller, executive director of Art Space Charter School. Staff noted the project lies on 0.31 acres, is served by public water and sewer, and requires a site‑plan review permit before any land disturbance. The staff report identified no deviations and recommended conditions that the project be constructed as depicted in the submitted site plan and that the applicant agree in writing to those conditions prior to site work.
Board members asked technical questions about stormwater and utility relocation; Daniel Hyatt of Wade Trim said the team is working with county staff on a possible stormwater deferral because the project adds less than 5,000 square feet of built‑upon area. After a short deliberation the board moved and adopted findings of fact and then approved the special‑use permit. The board instructed staff to incorporate the standard conditions and prepare the final order for signature.
