IDA updates: Bonatrans plan, Park Grove groundbreakings, Curtiss School redevelopment and infrastructure projects

James Johnson, executive director of the Steuben County Industrial Development Agency, provided a multi-item update to the committee on July 1.
Johnson said Bonatrans is in site-plan review and coordinating with NYSEG on electrical upgrades; the company invited nine design–build firms, will narrow to four and expects to issue contracts by late summer or early fall with construction to begin in spring 2027. "They have committed to providing 85 jobs to the state; they also plan to operate 24/7," Johnson said.
On Park Grove in the Town of Erwin, Johnson said construction began this week and contractors are moving dirt. He acknowledged the town has fielded complaints about blocked trail access and said the IDA will attend the town board meeting to address issues; the project carries an 18-month schedule.
Johnson announced a groundbreaking ceremony for the Curtiss School redevelopment scheduled for July 7 to create 24 rental units. He also summarized infrastructure projects: the Bath sewer project to extend service around Lake Salubria and improve water quality, ongoing resolution of code issues and state funding timing for the Dana Lyons project, Route 54 corridor permitting and DEC concerns at the Phillips site, and sewer-main upgrades linking Hornell to Town of Hornellsville and H.P. Hood.
Committee members heard the updates and required no immediate votes; several items will return to committee as they reach permitting or procurement milestones.
