Planning staff outlines Harvest EIR scoping period and local project updates

Community Development Director Raffi briefed the commission on ongoing and upcoming planning items, including the Harvest project Notice of Preparation for an EIR (30-day public comment period ending Aug. 19), a pre-application for commercial development at Valley Glen and status updates on Mountain Mike's, Prospera affordable housing and other local permits.
Community Development Director Raffi updated the commission on recent council items and planning projects, noting the Harvest project is in a Notice of Preparation phase for an environmental impact report and the 30-day public comment period runs through Aug. 19. Raffi said the notice was released July 21 and the city held a public scoping meeting with about 30 attendees.
Raffi also reported on a new preliminary application for a commercial redevelopment at the vacant Valley Glen site along South 1st Street that could include a convenience store/gas station and retail pads; an 8,000-square-foot Altec building design review; a lot-line adjustment at North 1st Street and East A Street; and that an ARCO project is in building-permit check but temporarily on hold pending clarity about the tenant. Raffi said Mountain Mike's tenant improvements are near final occupancy and Prospera at Homestead (108 affordable family units) is progressing toward final occupancy. Burger King’s final sign-off is pending landscaping corrections, and the Buckhorn project has shown little activity recently.
