Council approves Watson Ranch service-lateral CIP and $49,000 contract amendment authorization

Staff told council that three large-diameter service lateral failures in the Watson Ranch subdivision over the past decade have cost between $25,000 and $75,000 per emergency repair, and that proactive replacement of the remaining problematic laterals will reduce future emergency costs and customer disruptions. "We have, I think, 8 different 2 inch service laterals that serve an array of multifamily complexes there in the Watson Ranch subdivision," Josh Hudson said, explaining the recurring failures and the rationale for proactive CIP funding.
Council voted to adopt the resolution to create the CIP and authorized staff to execute Amendment No. 22 to the city's agreement with Civil Pacific Construction Inc. for the Watson Ranch service lateral work for an amount not to exceed $49,000. A public commenter urged the council to consider a full main-line rehabilitation study for the larger neighborhood; staff said main-line replacement has been discussed in prior plans but was not included in the near-term funded CIP.
