On March 17 the council moved into executive session twice to discuss matters relating to terms and conditions of employment under K.S.A. 75-4319(b)(1). Councilmember Angela Evans moved to go into executive session to discuss personnel matters concerning retention of Police Chief Kirk Richardson and William Tunstall; Wellington Butler seconded the motion and the sessions were followed by resumption of the open meeting with no decisions recorded in the minutes.
The minutes specify statutory authority for closed discussion and record times for resumption (no later than 6:30 PM for the first session and no later than 6:36 PM for the second); they explicitly state no decisions were made during either closed session.
