At the Jan. 6 meeting, newly seated Councilmember Wellington Butler addressed the council with a prepared statement emphasizing the distinction between policymaking (the council’s role) and day-to-day operations (staff’s role). Butler outlined four core council responsibilities — setting policy and direction, respecting the policy/operations divide, communicating through the clerk/manager to avoid undermining chain of command, and abiding by fiduciary duties (care, loyalty and obedience).
Butler asked his colleagues to support a cooperative 'TEAM' approach ("Together Everyone Achieves More") and requested copies of Sedan’s strategic plan, the council code of ethics, the city’s standard operating procedures and memoranda of understanding with entities operating on city-owned property. He asked that his statement be included in the official meeting minutes.
