“This year marks 20 years of treatment court in Horry County,” Townsend said, noting the 15th Circuit accepted 248 participants in the 2023–24 year and achieved a 73% completion rate last year, with 304 graduates. Townsend described the court as staffed by licensed counselors, case managers and an outreach coordinator, and said the program emphasizes lived experience by hiring peer support specialists.
