The Horry County Planning Commission voted Sept. 4 to recommend rezoning 8.08 acres from RE‑4 to ME‑1 for a freestanding emergency room and a doctor’s office on Forest Brook Road. Dan Stacy, speaking for Highlands Health, said the site was acquired to provide local emergency medical access and described the facility as a 24‑hour emergency‑trained center with laboratory services intended to reduce travel times for residents in the growing area.
Adjacent resident Roger Faulkner asked about screening between the ER and nearby townhomes and questioned whether the traffic study captures trips from a large nearby townhome development; architect Michael Walker described buffer plans behind the building and said site circulation allows through traffic so residents would not be forced into a single egress. Staff recommended approval and the commission approved the rezoning; the applicant said more detailed operational and traffic information is available for follow‑up with county staff.
