County medical care facility reports strong staffing ratings but posts June revenue shortfall

A representative of the county's medical care facility, introduced as Destiny, told commissioners the facility holds high CMS ratings in staffing and quality but is capped at two survey stars because of citations earlier in the year.
"Right now we have, 4 stars overall, 2 stars in survey, ... 5 stars in quality and 5 stars in staffing," Destiny said, noting the facility is one of three in its market with 5-star staffing and quality. On finances, Destiny reported June revenue trailed budget by $61,272 while expenses exceeded budget by $32,604, yielding a June net shortfall of $93,876; year-to-date revenue was $617,967 behind budget and the net position was $174,464 behind budget.
Destiny told the board the facility's cash on hand rose slightly to 11.9 days and that the county holds $5,500,000 in millage reserves for the facility. Commissioners asked about census and the presenter said about 74% of residents are permanent (roughly 140 residents) and the facility's current average census is about 180. Destiny also said the facility has booked a liability while awaiting a state audit of the 2023 cost report; the audit outcome will determine whether the state issues an invoice for earlier years.
