LakeFest organizers outline carnival, road closures and safety plans; permit to come in February

Representatives of the LakeFest (LegFest) committee presented a detailed timeline and safety plan for this summer's event, which will include a downtown carnival and a Ferris wheel.
The presenters said carnival equipment will arrive the Sunday before the event and begin setup Monday. Portions of Meadow (half of Meadow), Bridal and Main and the three parking lots behind City Hall will be closed for the week; the senior center may be closed to provide police parking. Organizers said they have discussed parking with affected residents, will coordinate with Grace Community for additional parking and will use a trolley with proceeds benefiting a youth program if Grace Community approves. They are seeking to borrow vehicle barricades from Liberty (military-grade unit) and also can use barricades borrowed from FFA; staff and the police chief will continue planning for safety barriers. Changes to the parade route were described to keep the route on wider streets for safety. The LakeFest organizers said they will present a special-event application and liquor-license request at the board's February meeting for final approval.
Board members asked about parking and emergency access; presenters said they have plans to accommodate resident access and emergency vehicle movement. Staff will bring the permit applications and additional details to the February meeting for approval.
