A staff presenter told the board the Mid-America Regional Council (MARC) grant application window opens next month and reviewed several candidate projects. The first was Streetscape Phase 4, with two options: Option 1 would extend the existing streetscape theme along Commercial Avenue from Church Street to Meadows; Option 2 would target Church Street from Smith Street to Main. The presenter said Option 1 would be more conservative on budget and avoid creating an unfinished segment near the park and restroom that has ADA issues.
Mayor and board members discussed utilities and stormwater connections and urged staff to check service lines if Option 2 were chosen. Several board members preferred Option 1 to avoid a visible "hole" in downtown and to limit utility complications. The board agreed staff should prepare an application for Phase 4 Option 1 and pursue public involvement for the application, including posting project details on the city website to solicit resident comments, as required by MARC.
