Brookings County approves permit resolution for Dakota Recycling processing facility

The Brookings County Board of County Commissioners voted unanimously July 30 to approve Resolution #26-29, clearing the way for Dakota Recycling to pursue a construction and operating permit for an automobile, white goods and tire fragmentation and shredding facility sited in the City of Volga. Commissioner Doug Post moved the action and Commissioner Kelly VanderWal seconded it; the roll-call vote recorded five "aye" votes and the motion carried.

The resolution text, adopted by the board, states that "Dakota Recycling desires to establish an automobile, white goods, and tire fragmentation/size/reduction/shredding and processing facility for the purpose of recycling and solid waste management" and notes that the City of Volga has approved siting the proposed facility. The resolution cites SDCL 34A-6103 as the county’s statutory requirement to approve a solid waste facility prior to issuance of a state permit and references review by the South Dakota Department of Agriculture and Natural Resources and potential action by the Board of Minerals and Environment.

Commission Department Director Stacy Steffensen provided background on the application process and state review; the resolution notes that the Department of Agriculture and Natural Resources "has (or will) review(d) that application" and that the Board of Minerals and Environment may modify or deny a permit if recommendations are contested. The county approved the resolution to allow Dakota Recycling to proceed with state permitting and to authorize Chairperson Shawn Hostler to sign the document on the county’s behalf.

Next steps described in the meeting record are state review and any contested proceedings before the Board of Minerals and Environment; the commission’s action is a county-level approval required under state law but does not itself grant a state solid waste permit.
