Matt (staff) presented the Smiths Fork Park project from the 2021 parks and recreation master plan, saying the project would add four ball fields and parking as part of converting Heritage Park toward a community hub. He said earlier cost estimates in the CIP appeared low compared with recent comparable projects and recommended earlier design and updated estimates.
Because staff lacks detailed experience with large sports-field construction, Matt recommended retaining an owner's representative. "An owner's rep does not perform construction work, but instead provides independent expertise to assist staff in navigating project delivery options and evaluating the most appropriate path forward," he said, listing responsibilities including cost estimating, scheduling, constructability and procurement assistance.
Board members asked about procurement and whether previously used firms would serve in that role; Matt said the owner's-rep contract would likely be procured via RFQ and interview and that the rep would then help guide a CMAR or design'build selection. Members emphasized focusing on durable materials and lighting suitable for Smiths Fork's climate and agreed the owner's-rep approach merits further staff follow-up.
