Board adopts ordinance moving purchasing policy out of municipal code

City Attorney Patrick told the board that "this ordinance does in no way, shape, or form amend, modify, change, or alter any of the provisions in the code regarding tax increment financing." He said the change targets only article 1 of chapter 150 and leaves TIF-related bidding procedures untouched. The ordinance passed on a voice vote and Miss Wagner read the ordinance title into the record.
The ordinance was presented on first reading, discussed briefly with the city attorney for clarification, and then carried on its second reading. The board voted 6–0 to approve the ordinance on both readings. That formal action concludes the process of moving purchasing rules out of the code and into an administratively maintained policy; staff indicated they will proceed with implementation steps.
