Council adopts FTE oversight ordinance, allows limited manufactured homes and sets preliminary tax rate

City Administrator Dr. Annette Goldberg summarized an ordinance giving council additional oversight of full-time-equivalent (FTE) positions. The ordinance requires council approval of FTE changes once budgeted, requires council approval for any position with salary above $100,000, limits individual salary increases above 10% without council action, and restricts salary increases to one per pay period. The ordinance was adopted by voice vote.
Council also debated and adopted an ordinance allowing the placement of manufactured homes outside designated manufactured-home communities under conditions: the unit must be no more than five years old, be inspected prior to placement, and connect to water and sewer where such connections are available (a temporary well may be allowed where connections are not available). The mayor criticized a commenter, a former mayor, for inflammatory online comments but the ordinance passed.
Finally, the council set a preliminary tax rate for FY2024–25 at 0.649619 (no new revenue rate proposed at 0.604967; voter-approval rate 0.817101) and scheduled a public hearing for Sept. 10, 2024 at 6 p.m. at Arcola City Hall.
