Chair Mark Nelson explained the change: the chair will recognize the agenda item presenter before asking for public comments or further discussion. The rules were adjusted to require members of the public approaching the microphone to give their name and city of residence before speaking and to limit remarks to three minutes per item. Supervisor Matthew Ung proposed changing the word "speakers" to "members of the public" in one rule to avoid giving presenters the same time limits as public commenters; the board approved the change and adopted the rules by unanimous vote (5–0).
Board members said the changes aim to make it clearer when someone is presenting official information versus when a member of the public is offering comment.
