Committee members urged that Maplewood Avenue and downtown bike/ped connections be prioritized in the Capital Improvement Plan. Vice Chair Matt Glenn said downtown projects matter because "that's where the people are" and pointed to the existing CIP's list of recommendations and large aggregate costs; members discussed realistic timelines and funding strategies such as leveraging grants and developer contributions.
Members flagged that Maplewood had been in the 2018 Complete Streets project but funding was shifted and that sewer/water work slated for 2028 provides an opportunity to repave and re‑stripe the street to improve bike connections. Staff noted the Maplewood repaving is identified for 2028 and that utility/drainage projects may affect the scope but said there is room to include striping or design work during utility projects.
The committee also discussed prioritizing high‑crash, high‑speed corridors (Lafayette and Woodbury) and low‑cost signage/transition fixes where dedicated bike lanes end. No formal vote was taken; the committee will refine prioritized projects for inclusion in the CIP process and suggested committee members advocate during upcoming budget meetings.
