Clark County creates Tax Increment District No. 2 to support Riverview dairy expansion

The Clark County Board of Commissioners adopted Resolution No. 35-20 on Oct. 20, 2020, creating Tax Increment District Number Two to support economic development tied to Riverview, LLP — Clark Dairy. The resolution designates parcels (Parcel IDs 1812, 1813, 1814, 1815) and specific rights-of-way bounded by 178th Street, 415th Avenue, U.S. Highway 212 and Highway 28, and establishes a segregated Tax Increment District No. 2 Fund for tax increments generated in the district. The resolution becomes effective 20 days after publication.
Commissioner Wallace Knock moved for adoption and Commissioner Francis Hass seconded; the motion carried on a recorded voice vote with Commissioners Hass, Knock, Robert Bjerke and Chris Sass voting aye and Commissioner Richard Reints voting nay. The Planning Commission had previously held hearings and recommended the district after finding the area met statutory conditions under SDCL Chapter 11-9, including classification by the South Dakota Department of Revenue and required notice to taxing entities. County officials said the district is intended to fund improvements that will “significantly and substantially enhance the value” of property in the district and support the construction and expansion of Riverview, LLP – Clark Dairy.
