Clark County calls for highway material bids, approves 7-ton axle limit and 45 mph truck posting

Highway Superintendent H.S. Eggleston updated the commissioners on road conditions and sought authorization to solicit bids for highway materials and contracted construction work. "Motion by Hass, second by knock to allow HS Eggleston to receive bids for 'Cutback Asphalt, Emulsion Asphalt, Cold mix, Plant Mix, Crack Sealant – Boxless, Mastic Sealant- Boxless, Pea Rock, Contracted Construction Equipment, Paver Laid Asphalt and Gravel Crushing.'" Bids were set to be filed with the Auditor by 10:00 a.m. CST on Jan. 30, 2019; the board scheduled a bid opening for 10:05 a.m. the same day and planned to consider bids on Feb. 5, 2019.
Separately, the board adopted Resolution 7-19 to limit axle loads on county roads during the spring restriction period. The resolution language states, "be it resolved that the load limit on Clark County roads ... shall be seven ton per axle for a full 75 day period from or after March 01, 2019." The resolution also directs that asphalt roads be posted at 45 mph for trucks year-round and asks the South Dakota Highway Patrol Motor Carrier Enforcement Officer to assist with enforcement. The motion to adopt the resolution was made by Commissioner Richard Reints and carried unanimously.
