TAC forwards 238 Austin St subdivision to Planning Board with CMMP, vibration monitoring and 200‑amp limit

Alex Ross, who prepared the plans for Layout LLC, presented the subdivision application for 238 Austin Street and responded to multiple technical comments, including utility connections, drive widths and stormwater tie‑ins. Ross confirmed several clarifications on laterals, noted the driveway dimensions and that a 24‑inch tree in the driveway area will be removed; he said the team would work with DPW and others to finalize details.
Committee discussion focused on demolition sequencing, neighbor impacts on Coffins Court (a narrow 12‑foot alley), vibration and foundation monitoring, and utility servicing. The project’s construction representative outlined a staged demolition plan (barn first, asbestos abatement, then house) and described using smaller trucks and staged interior cuts to limit disturbance.
TAC members recommended conditions to accompany a referral to the Planning Board: require a Construction Management Mitigation Plan (CMMP) that details fencing, dust and noise control and hours of operation; require preconstruction vibration monitoring and a baseline condition survey for nearby houses; show landscaping features on the plan; and limit primary power so the city will not allow a transformer on Coffins Court. As one committee member put it, "this house cannot be so large of electrical service that requires transformer in Coffins Court. It will not happen." Alex Ross confirmed load calculations had been provided to Eversource and that the team will coordinate on service sizing.
A motion to forward the 238 Austin Street subdivision to the Planning Board with the TAC’s comments and conditions was made, seconded and approved by voice vote. The TAC also suggested a surety bond or moratorium compliance to ensure any road cutting would be restored per city standards.
