Planning commission receives report on commercial zoning update; 5-foot front-yard setback remains

Senior Planner Wolf summarized the commercial zoning ordinance history and the sequence of Planning Commission recommendations, subcommittee work and City Council readings that led to ordinance 14-31 in 2020. Wolf said the Planning Commission's earlier recommendations (MCTA 2003) were refined and that several design criteria and limits proposed in 2003 were later removed or amended by council.
Wolf noted that "the minimum 5 foot front yard setback remains a requirement," reflecting City Council amendments during the 2020 consideration. Commissioners asked staff clarifying questions about which design-review changes had been advanced and which had lapsed; staff said some design-review amendments were never formally carried forward and that the director now has authority to elevate design-review permits to the Planning Commission when projects may change neighborhood character.
The commission voted to accept the report as presented. Staff said additional details and a full comparison of the earlier MCTA recommendations and the adopted ordinance are available in the staff report attachment and by QR code on the presentation slide.
