Mobile County approves John Archer Arena project and awards construction contract

The Mobile County Commission on Aug. 10 amended its 2025 capital improvement plan to create a John Archer Arena Improvements project and assigned an estimated budget of $449,435.80, commissioners said.
A county staff member later announced the county’s low bid for the work from Jay Hunt Enterprises, listing a base bid of $689,440.74, alternate No. 1 at $56,057.10 and alternate No. 2 at $55,515.40, for a combined low bid of $801,013.24; commissioners authorized execution of contract documents. "The estimated budget for this project is $449,435.80," staff said. "...for a low bid in the total amount of $801,013.24."
A project presenter outlined the scope, saying, "So this project is to the existing John Archer Arena. It will provide a new parking lot, a paved parking lot, an access drive to the arena, as well as trailer parking." He also said the work would add an outdoor arena, meaning "there'll be actually 2 horse arenas once we're finished," and that fencing with automatic access gates would support a future membership program.
Commission discussion expressed community enthusiasm for equestrian uses; the item was moved, seconded and approved as part of the day's business. The commission also approved an amendment to the county’s park initiative contract to add engineering and design services and to add bidding and construction administration scope for the project.
