Sedgwick County hires Trott Communications to evaluate radio system

Tammy Cully, speaking for Emergency Communications, recommended the board accept Trott Communications Group Inc.'s proposal for a one-year radio communications evaluation to inventory equipment, identify gaps, assess operations and security, and recommend improvements to coverage, interoperability and reliability.
"The committee unanimously agreed to accept the proposal from Trott Communications Group Incorporated," Cully said, noting a review panel that included Connor Murphy and Thomas Coop (Emergency Communications), Beau Bergeron (Fleet Management), Chief Judd Bracken (Fire District 1), Captain Aaron Moses (Wichita Police Department) and purchasing staff. Cully said Trott distinguished itself with a developed work plan, relevant credentials and prior positive performance with Sedgwick County.
Connor Murphy, 9-1-1 technology coordinator, asked whether the scope includes measures "how to prevent attacks, and what to do if attacked for a backup plan." Staff said they would confirm whether cybersecurity and backup planning are explicitly part of the evaluation. Following a motion, the board recorded ayes and approved the proposal.
The action authorizes an evaluation and needs assessment; it does not itself authorize infrastructure purchases. Staff will confirm the evaluation's exact scope and report back if additional work or procurement is recommended.
