Newton water committee reports 2025 data; proposes metering and new billing approach

Dell Vance, representing the Newton water committee, summarized the committee’s recent work and recommendations at the July 2 council meeting.
Vance said the committee is exploring tying the Loosle Buttars spring line to the town water tank and recommended a draw-down test on the town’s test well in March — the historically lowest-flow month — to collect baseline data. He described the town’s treatment and distribution practice: when the water tank is full, water bypasses treatment and is diverted to an overflow pond that feeds the secondary-water system. He noted that in 2024 the town’s secondary water was supplied entirely from culinary overflow.
The committee is also examining billing options: rather than charging by secondary-water share, the committee suggested charging for secondary water by measured use. Secondary-water meters have begun to be installed and the committee will continue to monitor use and propose formal recommendations to the council.
Councilmembers did not take formal action on billing changes at the meeting; the water committee will provide follow-up analysis and suggestions.
