Board moves capital funds, authorizes interfund increase tied to PFOA check deposits

The board moved and approved those transfers by voice vote.
Separately, the Chair explained an increase to F9950.9 and interfund transfers totaling $229,002.44, noting that "this one was because we got two more checks for the PFOA stuff, and we've been putting it all in this Capital Fund account till we figure out what we need to do." A Committee member moved to authorize the increase and interfund transfer and the motion carried by voice vote. The board left the funds in the capital account until the board determines next steps for the PFOA funds.
