Attorney Lawrence Sachs told the board the proposal drops previously discussed car‑wash and car‑sales components and would confine work to an enclosed three‑bay garage; the applicant proposed to re‑stripe and rejuvenate the existing pavement, add landscaping and remove the easternmost Cindy Street driveway. Mark Lieber, who testified as the project engineer and planner, said the site is largely pre‑existing nonconforming and that the proposed changes (eliminate one driveway, reverse Route 9 ingress/egress, improved sidewalks on Cindy Street, new landscaping) would be a net improvement. He also disclosed an ongoing DEP‑monitored remediation program involving groundwater injections of magnesium sulfate scheduled to continue through 2028. The board approved the application by roll call and attached conditions requiring coordination with township staff and DOT and restricting outdoor storage and stacking of vehicles.
