The Dayton Planning Commission unanimously recommended approval of the preliminary plat and planned-unit development for the Arbor Ridge (formerly Parkway) Neighborhood on Aug. 6, endorsing phase 1 (176 units) and the project's proposed public benefits.
Staff told commissioners the multi-phase project increases density on a tight site (from an expectation of 20 units per acre to 27 units per acre for portions of the PUD) and includes deviations such as a reduced front-yard setback. The applicant said phase 1 will include roadway construction and a trail segment tied to the 3 Rivers Park District regional trail, which staff counted among the PUD's public benefits for this phase.
Commissioners asked staff to make public-benefit commitments more specific to the phase before council action and raised technical questions about snow-storage planning and long-term parking needs. Staff said trail construction will accompany the road in phase 1 and that the larger master-PUD includes a clubhouse and other amenities that may be realized in later phases. "The trail is going to be built with the road," staff said when asked whether the trail should be considered a phase-1 public benefit.
The commission voted 3–0 to recommend the preliminary plat/PUD to City Council; final site-plan review and any deviations beyond the preliminary plat will be reviewed by staff and council as the project advances.
