Board authorizes purchase agreement and due diligence for Envision Building as county administration option

The Board of County Commissioners voted to approve a purchase agreement for the Envision Building (610 North Main) and authorized staff to conduct 120 days of due diligence, including structural, HVAC, elevator and environmental reviews.

Assistant County Manager Tanya Cole outlined the transaction: a $12,250,000 list price less a $300,000 one‑year leaseback for floors one and two (rent calculated at $16 per square foot for 18,750 sq ft), producing a net purchase price of $11,950,000. Cole said the county would deposit $50,000 of earnest money and use on‑call vendors and Schaeffer Johnson Cox & Fryer for architectural and structural condition assessments. She said closing would occur within 30 days of the inspection period if the county proceeds.

CFO Lindsay Peruso explained the funding context: $32 million of ARPA revenue replacement recognized in 2024 created additional CIP capacity and the county has bond proceeds and cash that could be applied toward an administration building. Commissioners asked for parallel diligence on other candidate buildings (including Riverside Hospital and new‑build options) and were told staff would provide multiple options and cost ceilings. Commissioner Bluebaugh recorded a No vote; the motion carried 4–1. County staff will return with remodel cost estimates and a recommendation before final commitment.
