Sedgwick County adopts 2025 Solid Waste Plan after debate over tire event and coupon programs

Environmental Resources Director Susan Erlenwein presented program metrics and recommendations: municipal solid waste in 2024 was just over 395,000 tons; recycling in 2024 totaled about 13,000 tons (a 1.6% decrease from 2023); the county’s household hazardous‑waste program accepted more than 1,000,000 pounds in 2024 and diverted over 6,000 tons to compost. Erlenwein said licensing and hauler surveys show a gap of roughly 37,000 households without curbside trash service and highlighted the county’s swap‑and‑shop operations and bulky‑waste coupon program that issued over 2,500 coupons so far in 2025.
Commissioner Howe questioned two recommended services — the county tire event and a pilot mattress coupon program — arguing they could be exploited by businesses and create a small group of beneficiaries subsidized by many taxpayers. “We’re creating what we call a free service that is paid for by other people,” he said, and voted No on the plan for that reason. Other commissioners, including Bluebaugh and Meitzner, said the programs reduce illegal dumping, save money (Erlenwein reported swap‑and‑shop savings of about $47,000 in 2024 and $357,000 since 2020), and provide public access to proper disposal. The motion to approve the Solid Waste Plan carried on roll call with Commissioner Howe recorded as No.
