Commissioners pause boiler replacement, ask facilities director to explore alternatives

Facility Services presented two items: Change Order #1 to Coastal Architecture Group PLLC adding $22,975 to the Sheriff’s Office Project to include a parking lot and ADA ramp, and a low-bid request from ICON Boiler to replace the courthouse annex boiler for $36,706.11.
Commissioner Giles Byrd questioned whether the boiler was still used to heat the building and why it needed replacement after a relatively short service life; Facility Services Director Stuart Carroll replied the unit had a ten-year warranty and was about 12 years old and "all burned out on the inside." Commissioner Ricky Bullard raised efficiency concerns and moved to have Carroll obtain pricing on alternative systems to determine whether replacement of the boiler is the most efficient option; Commissioner Coleman withdrew an earlier motion to approve the immediate replacement. The Board approved the change order for the Sheriff’s Office project and instructed Carroll to report back on alternatives before proceeding with the boiler purchase.
The motion to require a pricing analysis was seconded and carried unanimously; Commissioners asked staff to explore long-term efficiency and total-cost-of-ownership before authorizing the boiler replacement.
