Columbus County amends Rule 30 first reading to allow unanimous adoption at first vote

The Board approved the first reading of an amendment to Rule 30 of the Rules of Procedure to permit immediate adoption of a new or amended policy at the meeting at which it is introduced if every Board member votes in favor.
Deputy County Manager Gail Edwards told the Board the amendment would allow policies that receive unanimous support to be adopted without returning for a second reading: "We brought this back, and we're asking that if it receives a unanimous vote the first time, we go ahead and approve it without bringing it back," she said. Clerk Jana Nealey presented the proposed language, which requires a second reading only when the initial vote is not unanimous.
Commissioners approved the first reading unanimously. Under the proposed Rule 30, policies that do not achieve unanimous approval at their first reading would be considered again at the next regular meeting and could be adopted after a subsequent majority vote within 60 days.
