The Columbus County Board approved Change Order #1 ($3,505.50) and Change Order #2 (a 69-day time extension) with Metcon Inc. for the Livingston Creek Waterline Extension Project during the Combined Water and Sewer Districts meeting held in recess on June 29.
Public Utilities Director Harold Nobles explained the tree-removal cost relates to a large pine whose roots were damaged when the line was buried; commissioners questioned whether a local power company might remove the tree at no charge and whether the contractor could handle removal. Commissioner Ricky Bullard moved to approve the change orders but conditioned Item C (authorizing the county payment) only if the power company declines to remove the tree; the motion passed unanimously.
Nobles also said the 69-day extension resulted from added services including a bore and additional hydrants. Commissioners discussed safety and the contractor's responsibility; the county will attempt to verify which utility serves that location before the county authorizes payment.
