Board approves transportation grant steps; extends First Transit contracts and OKs vehicle lease agreement

Transportation Director Joy Jacobs secured approval to begin the FY28 grant pre-application phase, including Delegation of Authority, Title VI certification and required TAB and conflict-of-interest documentation so NCDOT can begin review. Jacobs also presented and the board approved a FY27 ConCPT grant application that would provide $200,000 per system; Columbus County is seeking $400,000 (no local match) to coordinate out-of-county medical trips with Bladen County and expand service to destinations such as Wilmington and Fayetteville.
The board extended five First Transit-related contracts for 12 months (First Transit, Columbus County Schools, Columbus Regional Healthcare System, Whiteville City Schools, Monarch) and approved a new vehicle-lease agreement allowing First Transit/Transdev to use county vehicles. The lease sets a $1.00 per-vehicle consideration, requires the Lessee to maintain insurance, preventive maintenance records, driver training and compliance with FTA, FMCSA, ADA and state procurement and reporting requirements. The agreement lists specific vehicles to be leased and includes termination, liability and federal/state compliance clauses.
