Park County accepts Lane 5 culvert as substantially complete; retainage held during notice period

Park County engineer Brian Edwards told commissioners that CK Civil completed the Lane 5 culvert replacement and that the county is ready to accept the project as substantially complete, with a substantial-completion date of 07/24/2026. Edwards said the contractor worked with staff on scheduling and that the county ended at the original contract amount with no increase in contract cost.
Edwards said the county will advertise for 41 days to allow subcontractors and suppliers to raise any claims and will withhold 5% retainage, totaling $9,887, until the public-notice period ends. Commissioners praised the contractor and moved to accept substantial completion and to authorize proceeding with the retainage-release process; the motion carried on a voice vote.
"The set of my email was September 14, I think... but, I guess today would be just to accept the project as substantially complete," Edwards said, describing the notice and retainage process. Staff indicated they will return to the board at the conclusion of the notice period to consider release of retainage.
