Acting Chairman Wayne Wagner and the Iroquois County Zoning Board of Appeals approved a conditional-use permit May 26 allowing Erika Burrone to operate a kennel on her 2.26-acre property.
Erika Burrone, sworn in to present her case, told the board that "her family has ten dogs and 3 cats; all are spayed or neutered and all are up to date on their shots." Burrone said she already holds a state license and wants a kennel license to avoid future issues when pursuing a foster license; she added that the nearest neighbors are about five miles away and that the property is fenced.
The board read a sequence of Findings of Fact in support of the permit. Steve Rapp read that the parcel "consists of 2.26 acres," concluding the proposed kennel is a compatible and permissible conditional use in the A-2 Agricultural district. Bill Rogan read public-health and sanitation requirements, noting the facility will use non-porous sealed concrete floors and commercial-grade PVC panels, with daily waste collection stored in sealed containment and weekly removal by a licensed waste hauler to mitigate odor and pests. Acting Chairman Wagner specifically cited compliance with the Illinois Animal Welfare Act (225 ILCS 605/18.2).
After the Findings of Fact were approved on a motion by Steve Rapp and second by Jerry Bennet, the board voted to approve the conditional-use permit on a motion from Bennet, seconded by Bill Rogan; the roll-call votes carried. Mrs. Burrone was told the item will appear at the Tax and Zoning Committee and the next County Board meeting for further processing.
The board did not record any formal objections in the transcript; the permit was approved subject to the conditions and sanitation measures described in the board’s Findings of Fact.
